President Obama is waiting to sign legislation to let Americans deduct Haiti earthquake donations on their 2009 tax returns.

The bill cleared Congress today, passing in the Senate on a voice vote. Donations must be made by the end of February. Normally, the Internal Revenue Service rules require that charitable donations be made by Dec. 31 to be claimed on that year's tax forms.

Americans already have given $137 million to the Red Cross, and lawmakers hope the change encourages more giving.
